Meet the Staff

INST Aaron Muñoz Commanding Officer

Hi Sea Cadet families! I’m Aaron Muñoz, and I’ve spent over 23 years working in national security, law enforcement, and emergency services. My journey began in 2002 when I joined the Marine Corps as an Anti-Tank Missileman and Infantryman. That experience took me from Camp Pendleton all the way to Iraq, where I was involved in security operations, convoy escorts, urban patrols, and collaborating with outstanding Marines.

As my career progressed, I joined the Marine Raiders (MARSOC), concentrating on unconventional operations and training missions throughout Latin America, including counter-narcotics efforts. Later, I became an instructor at the Marine Corps Special Operations School, where I helped train the next generation of special operators while collaborating with dedicated teams on challenging assignments. After serving in special operations, I supported Marine Corps special operations assessment and selection programs as a military advisor. I then moved into security consulting, helping protect U.S. diplomatic officials overseas. I also worked as a Federal Agent at the National Nuclear Security Administration, managing the secure transport of national security assets. Later, I served as a special agent in the intelligence community, supporting operations in high-threat environments. Additionally, I served as an Executive Protection Specialist with the Department of Transportation, safeguarding senior officials and supporting national security through protective operations planning and emergency response.

ENS Charlene Baksh Executive Officer

Charlene Baksh has served with the Annapolis Division since 2024, first as Administrative Officer and currently as Executive Officer since 2025. She works as a pharmacist and data scientist for the U.S. government and has over 21 years of experience as a practicing hospital pharmacist. She is married and has three daughters, two of whom are Sea Cadets.

INST Ofelia Muñoz Administration Officer

Ofelia Muñoz is an active volunteer and community leader with extensive service in family support and youth mentorship. For six years, she volunteered with the Maryland Army National Guard as a Family Unit Volunteer, helping coordinate events and share vital information with service families. She also dedicated five years to the Girl Scouts of the Nation’s Capital as a Troop Leader, where she guided Scouts in achieving goals, managing finances, and leading activities aligned with national programming. She has also served as a dedicated spouse volunteer for the intelligence community for six years. In this role, she co-led initiatives to support employees, spouses, and families, and organized community events. Ofelia joined the USNSCC Annapolis Division in 2025 as the Administrative Officer. She works in administration for the Department of Defense. Ofelia is married to INST Aaron Muñoz and has one daughter, who is a Sea Cadet. Ofelia’s volunteer work reflects her strong commitment to service, leadership, and fostering supportive communities within both government and civilian organizations.

INST Joseph Martinez Training Officer

A native from Kerrville Texas, IT2 Martinez joined the navy at the age of 20 on January 23rd 2023, Graduating from RTC Great Lakes on April 14th 2023. He was then shipped off to IWTC Cory Station in Pensacola’s Florida on April 16th 2023 for IT A School.  Arriving to IWTC he learned his rate as an IT and gained much knowledge that would be later used in the fleet. Graduating IT A School on October 30th 2023 to then arrive at his first duty station Naval Air Facility Washington DC located on Joint Base Andrews. Where he learned the basics of trouble shooting network issues to learning how to create account for users at his command and for naval personnel. He earned the title of IT2 when passing his E5 Exam and later completed the EAWS Pin specializing in the C-37B Gulfstream G550 platform at Fleet Logistics Support Squadron VR-1. Currently working on his Enlisted Information Warfare Specialist Pin.

INST Joshua Ibarra Cervantes Health & Wellness Officer

A native from San Antonio, TX , HM3 Ibarra Cervantes joined the Navy on late 2023 at the age of 17 and shipped off to RTC Great Lakes on July 13th subsequently graduating from RTC Great Lakes on early September. He was then shipped off to HCB in Fort Sam Houston with him graduation on March 8th 2024 in which he was then sent to Pensacola, FL for AVT C school for Aerospace Medicine graduating on May 29, 2024. HM3 Ibarra was then sent to NMRTC Patuxent River Det JBA arriving on early June and being meritoriously promoted to HM3 on early September 2025. In which he works at Joint Base Andrews as the subject matter expert specializing in Aerospace medicine to the whole national capital region, as well as assisting with Air Force medical efforts making it a joint service venture. HM3 is currently working on his IDC C School package in hopes of being a Dive IDC.
